Product Categories give you a two-level way to classify your product catalog: a Category at the top level and one or more Sub-Categories underneath. Use them to organize Products by type or line -- for example, Category: Electronics, Sub-Category: Smartphones.
Categories are separate from Product Groups, which control GL account mapping and pricing rules. You can assign both a Category and a Group to the same product -- they serve different purposes.
